Despite its best efforts, lack of funding means that the regional Health Bureau appoints health workers in the valley’s mountains with little or no formal medical training.

While we fund operations wherever we can, we realise that only through adding to the knowledge of regional health workers and village doctors, can HAND make a lasting impact.

当地落后的经济情况必然导致每个自然村的卫生站条件落后，但更可怕的是当地卫生局分配到每个村寨的乡村卫生员几乎都没有受过正规的医疗培训，甚至没有正规的医疗知识，而他们面对的却是山区条件下的疑难杂症，很多时候更是紧急病症。

“救助重病”是我们的重点服务，但是医疗培训显然具备着更加重要的长期意义。只有当地的卫生员、乡村医生掌握必备的医疗知识，接受必要的医疗培训，才能在更大范围内帮助当地居民减少疾病的困扰、得到及时的正确的治疗。
培训当地乡村医生与救助重病一样，工作非常艰巨。他们分布在遥远的山区，安排他们下山培训的时间都不好掌握。历史习惯和缺乏信息导致的对医疗知识的误解在当地医务人员身上根深蒂固，我们的服务不是一厢情愿这么简单。
在当地，我们和其他的国际慈善扶贫组织合作，采用他们专业的山区医生培训课程，也配合他们的培训计划说服匹河乡村医生参加。我们需要更多的医务自愿者加入到我们的自愿培训工作中... ...
In the summer of 2009 our Chief Operations Officer Wang Xiao Qing secured an agreement with The Nujiang State Health Bureau to allow us to train local government funded health workers and to devise a monitoring system to ensure that standards are then maintained. We will begin with a pilot training project in the PiHe area of Yunnan.
